Functions of LDC

The functions of the Centre as stipulated under the LDC Act are as follows:

  • Organizing and conducting courses of instruction for the acquisition of legal knowledge, professional skill and experience by persons intending to practice as attorneys in subjects which shall have been determined by the Law Council under the provisions of any law in force.

  • Organizing and conducting courses for magistrates and for persons provisionally selected for appointment as such.

  • Organizing and conducting training courses for officers of the Government and members of the Armed Forces of Uganda with a view to promoting a better understanding of the law.

  • Organizing and conducting courses for officers and personnel of courts with a view to improving their efficiency.

  • Assisting any commissioner who may be appointed in the preparation and publication of a revised edition of the Laws of Uganda.

  • Assisting in the preparation of reprints of Acts of Parliament in accordance with any law for the time being in force.
  • Assisting the Law Reform Commission in the performance of its functions.

  • Undertaking research into any branch of the law.

  • Holding seminars and conferences on legal matters.

  • Collecting, compiling, analyzing and abstracting statistical information on legal and related matters.

  • To provide legal aid to the indigent and vulnerable persons in society.

  • Assisting in the provision of legal aid and advice to indigent litigants and accused persons in accordance with any law for the time being in force.

  • Compiling, editing and publishing law reports for Uganda.

  • Organizing and conducting courses in legislative drafting.

LDC as an institution is not a market place neither is quality legal education and training traded on demand and supply as any other commodity. Thus our training is socially, economically and globally relevant for the proper dispensation of justice.

As we grapple with the challenges brought about by globalization, we have put in place measures to ensure that we train lawyers of the 21st century to suit the demands of the clientele such as incorporation of ICT in our training and continuous review of the curriculum to suit the demands of the clients.

Message from Chairperson Management Committee


We are delighted to welcome you to the Law Development Centre, where we offer Diplomas in law as well as a bar course where lawyers can enhance their legal practice skills and prepare for a successful career as Advocates. This is a pivotal step in your journey to proficient in the subject where you are doing a diploma course or become a legal practitioner. For lawyers, this program is designed to equip you with essential core competencies that will define your practice and enhance your effectiveness in the legal field.

Our mission is to provide comprehensive training in essential advocates work, empowering you with the practical knowledge and expertise needed to excel in the competitive legal landscape. Throughout this course, you will hone your crucial lawyering skills that are fundamental to your development as a competent attorney. Our curriculum includes modules for you to learn interviewing skills which include how to conduct effective interviews, build rapport with clients, and extract necessary information to form the foundation for your case. Counseling skills where you will develop the ability to guide clients through legal complexities, offering sound legal advice while understanding their needs and concerns. Drafting legal documents which include the art of drafting precise and persuasive legal documents ensuring clarity and compliance with legal standards. Articulation, meant to sharpen your ability to articulate legal arguments persuasively, whether in written form or oral presentations. Negotiating skills, which is meant to engage you in practical exercises to improve your negotiation abilities, preparing you to advocate effectively for your client’s interests.

In addition to these core competencies, the course will cover a range of other essential subjects and skills that will enhance your practice, including legal research, management skills, advocacy, and ethical considerations in law.

By the end of this program, you will be well prepared to face the challenges of the legal profession with confidence and competence. We encourage you to actively participate, collaborate with your peers and our professional staff, and engage with the Centre to make the most of this transformative experience. We expect you to have the goals of learning and refining advocacy techniques, learn and master negotiation strategies, hone your legal research and writing skills. Our carefully crafted program is designed to make a legal practitioner out of you. Our experienced instructors, who are seasoned legal practitioners, will guide you through interactive modules, real-world simulations, and valuable resources tailored to hone your lawyering skills.

Message from the Director


In Uganda, we have two levels of training for Lawyers; a student enrols at a university for a Bachelor of Laws degree and thereafter joins Law Development Centre (LDC) for the Postgraduate Diploma in Legal Practice. Our programme is tailored to the needs of the legal profession and highly regarded by employers across all sectors.

We also offer a Diploma in Law, which is an introductory course in Law for non-lawyers, Diploma in Human Rights which provides practical, specialised and working knowledge of human rights aspects to professionals so as to equip them for service in both the public and private sector. In addition, we have short courses for public officers and other persons with a view to introducing them to the administration of justice and law enforcement in the country and help promote better understanding of the law and to improve the efficiency of the participants in the performance of their duties.

Across all the above programmes, we strive to provide an enabling environment for you to thrive and excel in the pursuit of your dreams. When you join LDC, you need to have personal drive and motivation. The main questions should be: why did you join LDC and how will you achieve your goals? You need to work hard so that your stay at LDC is not in vain.
