DIRECTOR’S SPEECH AT THE DIPLOMA IN LAW AND CERTIFICATE IN ADMINISTRATIVE OFFICERS’ LAW COURSE GRADUATION CEREMONY

Distinguished Guests; Ladies and Gentlemen,

It is with great pleasure, gratitude, and immense joy that I welcome you to this Graduation, the first one of a kind in the history of Law Development Centre (LDC) which has been prepared for only graduands under the Department of Law and Continuing Legal Education.  I stand before you today to officiate at this important milestone — the graduation of our students who have successfully pursued their Diplomas in Law and Certificates in Administrative Law. On behalf of the LDC, I will start off by warmly congratulating each one of you upon successfully completing this demanding yet noble course of study.

Today is a celebration of perseverance, discipline, and purpose. Many of you began this journey with uncertainty, balancing studies with work, family responsibilities, and personal challenges. Yet, through determination and resilience, you have reached this defining moment. This achievement is not accidental; it is earned.

Our chosen theme, “Empowered to Build a Justice-Centred Uganda,” speaks directly to the responsibility that now rests upon your shoulders. The law is not merely a collection of statutes and procedures. It is living and meant to protect human dignity, promote fairness, and uphold the rule of law. By successfully completing the different courses we are recognising today, you have been empowered with knowledge, skills, and ethical foundations to serve society meaningfully.

Our country today needs men and women who appreciate the law and are committed to delivering justice in all aspects—not justice for a few, but justice for all. Whether you serve as legal clerks, court process servers, administrators, paralegals, or continue to higher legal studies, your role is vital. You are now ambassadors of justice in your communities, workplaces, and institutions.

I urge you to remember that legal knowledge without integrity is dangerous. As you go forth, let honesty, professionalism, and respect for the law guide your actions. Uphold justice even when it is difficult. Speak for those whose voices are unheard. Use the law not as a weapon of oppression, but as a tool for empowerment and transformation.

To our parents and guardians, thank you for your sacrifices, encouragement, and unwavering support. Your investment has borne fruit today.

To the LDC Management Committee, led by Hon. Justice Christopher Izama Madrama, J.S.C thank you for the continuous guidance and counsel that you have offered throughout the academic year.

I also thank the lecturers and the entire LDC staff for their dedication and diligent service during a hectic year in which the Centre admitted two Bar Course intakes. The success we celebrate today is also your success.

I further appreciate the Organising Committee for making this graduation event a success.

To the graduands, as you leave this institution, remember that graduation is not the end—it is the beginning of a greater journey. The true test of your education lies in how you apply it to promote justice, peace, and accountability in our nation. Be lifelong learners. Adapt to change. Stand firm in truth. And above all, remain committed to building a justice-centred Uganda.

I remain confident that you will rise to the occasion. We are proud of you, we believe in you, and we look forward to the positive impact you will make.

Once again, congratulations upon your well-deserved success. I wish you God’s guidance, courage, and wisdom as you step into the next chapter of your lives.

LDC is your home, enjoy as we celebrate our graduands today.
